EPC C landlords Tameside: council-delivered grants, HMO rules and local data

EPC C landlords Tameside should start with one local fact: Tameside Council itself delivers the Greater Manchester Warm Homes grant for the borough. The national rule, EPC C by 1 October 2030, is confirmed policy and not yet law. Below are local rental data, HMO licensing, funding and an analysis of the cap.

Checked on 21 October 2026. Rule status: confirmed government policy, not yet law; a 2027 legislative target. Each local figure is sourced.

Tameside landlord grants: the council is the delivery partner

GMCA's area-based Warm Homes: Local Grant page lists Tameside Council as the delivery partner for Tameside. The page names no contact yet ("to be confirmed"), so use the GMCA retrofit team address on the scheme page.

A Tameside Council decision dated 16 April 2026 accepted £95,000 from GMCA to fund staff posts delivering the scheme. The decision does not say how many homes will be upgraded.

What a Tameside landlord can claim

Under the privately rented scheme, a landlord's first home can receive 100% of eligible costs up to £30,000. Later homes receive 50% up to £15,000. The home must be rated D or E, and the tenant household must qualify.

GMCA's page states no closing date. Checked 21 October 2026. Our Warm Homes Local Grant guide lists each tenant route.

What the council's own advice page offers

Tameside's energy support page lists the Local Energy Advice Programme (LEAP), Energy Works Green Doctor, ECO and Help to Heat. It does not mention landlords for any of them. ECO4 ends on 31 December 2026.

Tameside private rented homes: Census 2021

Tameside's private rented share rose faster than the North West average.

Owner-occupation fell by three points while social renting held near 21%. So the new tenants of the decade largely went to private landlords.

Tameside semi-detached insulation and terrace upgrades

Census 2021 Table TS044, via censusdata.uk, counts 99,526 Tameside households. Semis are the largest group.

Home typeHouseholdsShare
Semi-detached38,44938.6%
Terraced33,95334.1%
Purpose-built flat12,79912.9%
Detached11,90412.0%

Our analysis: semis built from about the 1920s may have cavity walls, so a suitability check on cavity wall insulation is the usual first step. Terraces need their wall type checked before anything else. Loft insulation helps both; see our loft insulation guide.

Tameside HMO licence: what the council says

Tameside Council's HMO page says a property occupied by five or more people in two or more households is licensable, on any number of storeys. A fee covers processing and inspection, but the page gives no amount. An unlicensed property can bring a fine of up to £20,000.

GOV.UK adds that a licence lasts a maximum of five years. We found no Tameside selective licensing page, so confirm with the council. Tameside Council sets its own HMO licence fee and we found no published figure, so confirm the current fee with the council before you apply. For comparison, Bury lists £685.50 and Rochdale £1,011 plus £53 per habitable room.

What EPC C landlords Tameside should expect from the £10,000 cap

This is analysis. The government's impact assessment estimates average spend of about £5,400, well under the £10,000 cap. A semi with a fillable cavity and a thin loft may fall near that figure; a solid-walled terrace may not.

One rule helps landlords who act early. A home with an EPC rated C or above issued before 1 October 2029 counts as compliant until that certificate expires or is replaced. This is confirmed policy, not yet law.

Frequently asked questions

Who runs the Warm Homes grant in Tameside?

GMCA lists Tameside Council as the delivery partner for the area-based scheme. Landlords can also apply through the GMCA Retrofit Portal under the privately rented scheme.

Does a Tameside HMO need a licence?

If five or more people from two or more households live there, yes, on any number of storeys, according to the council.

How much is a Tameside HMO licence?

The council page confirms a fee but gives no amount. Contact the council. Licences last up to five years.

Is LEAP a landlord scheme?

The council's page does not mention landlords. LEAP offers free home visits and simple measures after an eligibility check, so ask before assuming a tenant can use it.

Will a good EPC from 2028 still count in 2030?

Possibly. Under confirmed policy, a C or above issued before 1 October 2029 counts until it expires or is replaced. It is not yet law.

What if my Tameside tenant earns above £36,000?

The household income route is below £36,000. Other routes exist, such as means-tested benefits or a deprived postcode, so check each one.
