EPC C compliance for letting agents is now a landlord conversation you cannot avoid. We help you see where every managed rental stands, give landlords a costed plan and keep their work moving. The pilot starts in Greater Manchester, it is free to agents and carries no referral fees.

Law status, checked 21 October 2026: EPC C by 1 October 2030 is confirmed government policy, not yet law. Legislation is targeted for 2027. The current minimum is E.

Why EPC C is an agent problem as well as a landlord problem

The penalty for a non-compliant rental falls on the landlord. The conversation, the paperwork and the blame often land on the agent.

Surveys show how crowded your desk already is. The Alto 2026 Agency Trends Report, based on 250 UK estate and lettings professionals, found that 50% were worried about EPC and energy efficiency rules. It found 79% were worried about the Renters' Rights Act. Both are vendor-run surveys, so treat the figures as indicators.

Our EPC C 2030 guide sets out the rule itself. This page covers what it means for your agency.

The admin load agents describe

A Propoly survey, published on 4 September 2026, looked at the first 100 days of the Renters' Rights Act. It reported that 73% of agents had a higher admin workload. It also found that 66% used several disconnected systems and 61% re-entered data by hand.

Letting agent compliance work is already heavy. EPC dates sit in the middle of that mess. Many agencies track gas and electrical certificates well, but EPC bands, dates and plans live in spreadsheets or in a negotiator's head.

What EPC C asks of your agency

This table separates what the government has decided from what it has not. It shows who carries each duty. Status checked 21 October 2026.

Some trade commentary says agents also face consumer-law risk if they leave out material information, such as the EPC, from marketing. Take your own advice on that point.

How Compliant Lets supports letting agents

We give you three things. Each is built for the agent who wants a fast answer and a landlord who wants a plan.

A portfolio gap report

You upload your own property list. We match it to the EPC register and send you a PDF showing each rental's band and date. Read how it works on the portfolio gap report page.

A landlord letter pack

You get letter and email templates you can brand as your own. They explain the rule in plain English and invite the landlord to act. See the landlord letter pack.

A costed route for each landlord

Landlords who want to act can request a free assessment. The work is delivered by LAMTANS Engineering Ltd. You see the plan and the funding position.

Landlords selling up: how agents keep them

Agents tell surveys they fear losing independent landlords. In the Alto survey of 250 agents in August 2025, 93% said they worried about losing independent landlord clients. A landlord with a clear, funded plan has a reason to stay.

Greater Manchester landlords may have help. The Warm Homes: Local Grant can pay up to £30,000 for a landlord's first property where the property and tenant qualify. See the grants for landlords guide for the full rules and end dates.

The free Greater Manchester pilot

The pilot is free to letting agents. There are no referral fees in the pilot. If we ever introduce them, landlords will be told in writing first.

We will also not use your list to build prospect lists or for cold marketing. Register data is used only on the list you upload.

Who delivers the work

Compliant Lets is a trading name of LAMTANS Holdings Ltd. The retrofit work is delivered by LAMTANS Engineering Ltd, which holds PAS 2030, PAS 2035, MCS and TrustMark, and is Gas Safe registered, ICO registered and a RECC member. Check the registers yourself: TrustMark, RECC, ICO, Gas Safe Register and Simply Certification.

Frequently asked questions

Is the agent pilot really free?

Yes. The Greater Manchester pilot is free to letting agents. There are no referral fees in the pilot. Landlords pay only if they choose to go ahead with work.

Do you pay agents referral fees?

No, not in the pilot. If referral fees are ever introduced, they will be disclosed to landlords in writing before they decide.

Is the landlord or the agent liable for a non-compliant rental?

The government's plan puts the fine on the landlord, up to £30,000 per property. It is policy, not yet law. Agents should keep landlords informed and take their own advice on wider duties.

What do you do with the property list I upload?

We match it to the EPC register and return a report to you. We use it only for that purpose, never to find new prospects or for cold marketing.

Do you work outside Greater Manchester?

The pilot starts in Greater Manchester. We plan to widen across the North West. Tell us through the contact form where your portfolio sits.

Do I have to use you for the works?

No. The reports and letters are useful on their own. Landlords choose whether to ask for an assessment, and they are free to compare other providers.

Is the EPC C rule law yet?

No. It is confirmed government policy for 1 October 2030, with legislation targeted for 2027. The rule in force today is a minimum of EPC E.

Will you contact my landlords directly?

Not without your agreement. Letters go out under your name, and a landlord is only contacted by us if they ask for an assessment.
