EPC C landlords Liverpool: housing, EPC bands and funding

If you are one of the EPC C landlords Liverpool relies on, note that 26.1% of local households rent privately, above the 19.2% North West share. The page covers Census 2021 housing data, EPC bands, local licensing, grant help and the possible effect of the 2030 rule on rented homes.
Last checked: 22 October 2026. Landlords should note that EPC C by 2030 is confirmed policy, not yet law, with legislation targeted for 2027.
Private rented homes Liverpool: the sector in numbers
Liverpool had 207,491 households in Census 2021. Of these, 54,067 rented privately, a share of 26.1%. That is above the North West figure of 19.2% and above the England figure of 20.5%. 46.8% owned their home and 26.4% rented socially.
What kinds of homes Liverpool landlords let
In Liverpool, 37.9% of homes are terraced, 30.7% semi-detached, 8.2% detached and 23.2% flats. The North West mix is 28.1%, 36.8%, 19.0% and 15.8%.
In Liverpool, terraces are a big group. Check solid walls for damp before insulating them, and tackle the loft and draughts first.
In Liverpool, flats form a real part of the market. Get the freeholder's consent before any work on shared roofs or walls.
How Liverpool homes are heated
Mains gas is the only central heating in 77.8% of Liverpool households (North West 78.7%). Electricity alone heats 9.8% (7.2%), and 2.3% report no central heating.
Because electricity heats a good share of Liverpool homes, compare heat pumps and storage heaters in the survey.
Liverpool EPC bands from the government register
Each count here uses the newest EPC lodged for a property in Liverpool, taken from the government register on 22 October 2026.
| Measure | Liverpool |
|---|---|
| Homes with an EPC | 187,787 |
| Rated A to C | 56.8% |
| Rated D to G | 43.2% |
| Rated E, F or G | 20,982 homes |
Of the 14 North West councils checked, Liverpool places twelfth highest for homes rated D or below. These figures mix all tenures, not only rentals, and use the latest band lodged.
Of the 187,787 homes with an EPC, 20,982 sit in bands E, F or G, and 60,167 sit in band D. Together bands D to G cover 81,149 homes, which is 43.2% of the total. Private rented stock in Liverpool runs to 54,067 households, so a large block of lets will fall in these bands.
Liverpool landlord licensing rules in brief
Liverpool City Council runs a selective licensing scheme from 1 April 2022 to March 2027. The council says the designated area covers around 80% of the city's private rented homes.
Letting an unlicensed home can lead to prosecution and an unlimited fine, and an unlicensed HMO can bring a civil penalty of up to £40,000. A consultation on the next scheme ran from 27 July to 5 October 2026, with three options: citywide across 64 wards, 29 wards by deprivation or 26 wards by property condition. We found no decision yet.
Grants for Liverpool rental homes
Liverpool City Council runs its own Warm Homes Local Grant, with about £5.8m for around 450 homes over three years. Homes must be rated D to G, and eligibility depends on postcode deprivation, means-tested benefits or household income under £36,000. The council says year two is oversubscribed and interest for year three, from 1 April 2027, is registered through GOV.UK.
